The road on the property doesn't seem to be up to code. There are many potholes and other infrastructure inadequacies that no one has bother to have repaired. Assuming the worst, the owner needs to get his act together and fork over the funds needed for a repair. I highly doubt an inspector would let this place slide.
They blame their own fault on others who tried to help them in many ways. They keep changing their minds and make no apologies for wasting your time.
